A white streaked or picta form of H. 'Lakeside Black Satin'.
'Lakeside Black Satin' appears to be a gibberrillic acid deficient mutant that does not elongate properly.
Deep green, almost black color.
This is a very new sport of 'Lakeside Black Satin' with a white center.  As far as I know, there are no mature clumps in existence, but because of all the white in the leaf, I would expect it to be smaller and slower growing than LBS.
